you do not wish to pay with paypal, THEN YOU ARE GOING TO HAVE TO MAIL IN THE APPLICATION WITH A CHECK OR MONEY ORDER. All
payments must be received by the deadline date.
If submitting an application at the last minute, you MUST submit payment by PayPal ONLY so
that the deadline is met.
